Centre Clarifies SMC Guidelines Will Not Apply to Certain Unaided Schools

New Delhi ( Raghwendra Pratap Singh) : School Management Committee (SMC) Guidelines 2026 is in news at this time because of ministry of education’s clarification. The Ministry of Education has recently clarified that certain differently managed schools that do not receive government aid or grants will not fall under the ambit of the School Management Committee (SMC) Guidelines 2026.
The clarification came after the ministry received representations and concerns from some sections regarding the applicability of the guidelines in the context of Section 21 of the Right to Education Act, 2009.
School Management Committee Guidelines 2026 Aim:
The Ministry of Education had launched the School Management Committee Guidelines 2026 on May 6 with the aim of strengthening community participation in school education and promoting decentralised and participatory school governance. According to the ministry, the guidelines seek to improve school functioning by creating a more supportive, inclusive and effective learning environment while placing children’s interests at the centre of governance.
In a communication issued to all States and Union Territories on May 20, the ministry clarified that schools covered under Section 2(n)(iv) of the Right to Education Act, 2009 would not be covered under the guidelines if they have not received any form of aid or grants from the government or local authorities for meeting their expenses.
